PRESS RELEASE: Groundbreaking Ceremony for The Construction of Factories for Lease, a Wastewater Treatment Plant, and Phase 2 Technical Infrastructure under the Subdivision B project - Nam Thang Binh Industrial Park
Da Nang, August 29, 2026 - In implementation of Plan No. 413/KH-UBND dated August 13, 2026, issued by the Da Nang City People’s Committee on organizing groundbreaking and inauguration ceremonies for projects within the Chu Lai Open Economic Zone in celebration of the 81st anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2026), Nam Thang Binh Industrial Park Infrastructure Investment Joint Stock Company held the Groundbreaking Ceremony for the construction of Factories for Lease, a Wastewater Treatment Plant, and Phase 2 Technical Infrastructure under the Investment, Construction and Infrastructure Operation Project of Subdivision B - Nam Thang Binh Industrial Park.
The ceremony was held under the direct direction and coordination of the Management Board of Chu Lai Open Economic Zone. Attendees included Mr. Nguyen Duc Dung, Deputy Secretary of the Da Nang Municipal Party Committee and Chairman of the Da Nang City People’s Council; Mr. Phan Thai Binh, Vice Chairman of the Da Nang City People’s Committee; Ms. Nguyen Thi Thu Lan, Standing Vice Chairwoman of the Vietnam Fatherland Front Committee of Da Nang City; Ms. Nguyen Thi Anh Thi, Vice Chairwoman of the Da Nang City People’s Committee; members of the Standing Committee of the Da Nang Municipal Party Committee; representatives of the Management Board of Chu Lai Open Economic Zone, relevant departments, agencies and local authorities; as well as partners, contractors, enterprises, investors, and press and media agencies.
Overview of the Subdivision B Project - Nam Thang Binh Industrial Park
The Investment Project on Construction and Trading of Infrastructure for Subdivision B - Nam Thang Binh Industrial Park is developed by Nam Thang Binh Industrial Park Infrastructure Investment Joint Stock Company.
The project’s investment policy was approved by the People’s Committee of Quang Nam Province prior to the administrative reorganization under Decision No. 1463/QD-UBND dated May 30, 2025. The project was subsequently granted Investment Registration Certificate No. 8843308033 by the Management Board of Chu Lai Open Economic Zone on December 1, 2025, with the first amendment issued on August 19, 2026.
Covering approximately 346 hectares, the project is located in Thang Dien and Thang Truong communes within the Chu Lai Open Economic Zone, Da Nang City, with a total registered investment capital of VND 4.043 trillion.
Phase 1 of the project broke ground on December 19, 2025. After nearly nine months of implementation, construction has focused on the core technical infrastructure, internal roads, water supply and drainage systems, and lighting systems. Site preparation continues to meet the requirements for subsequent works and establish the necessary conditions to receive secondary investors.

Three Components Commence Construction with a Total Investment of VND 1.098 Trillion
In this phase, the project investor commenced construction of three components with a combined investment of VND 1.098 trillion, comprising:
1. Factories for Lease
The factories for lease cover approximately 18 hectares, with an investment of VND 670 billion. This component is intended to provide ready-to-use production space for enterprises establishing new operations or expanding their existing manufacturing activities.
The factory-for-lease model helps shorten the time required to prepare production facilities, enabling enterprises to install production lines and commence operations sooner upon completing the necessary investment procedures.
2. Wastewater Treatment Plant
The wastewater treatment plant has a designed capacity of 4,200 m³ per day, with an investment of VND 160 billion.
The facility will complete the industrial park’s centralized wastewater collection and treatment system, supporting environmental control requirements and manufacturing activities at Nam Thang Binh Industrial Park.
3. Phase 2 Technical Infrastructure
The Phase 2 technical infrastructure covers approximately 29.5 hectares, with an investment of VND 268 billion.
This component will provide additional serviced industrial space, expand project allocation capacity, and enhance Subdivision B - Nam Thang Binh Industrial Park’s ability to receive secondary investors.
The City’s Direction for the Project
Speaking at the ceremony, Mr. Phan Thai Binh, Vice Chairman of the Da Nang City People’s Committee, acknowledged the efforts of Nam Thang Binh Industrial Park Infrastructure Investment Joint Stock Company in accelerating the implementation of Phase 1. He noted that the commencement of three additional components demonstrates the investor’s commitment to developing the industrial park under an eco-industrial model.
The Vice Chairman called for continued acceleration of construction progress, strict compliance with safety requirements, and prioritization of environmental protection throughout the implementation process. Investment promotion activities should focus on high-tech and low-emission projects while supporting the recruitment and employment of local workers.

“The City firmly believes that, with the capability, reputation and determination of Nam Thang Binh Industrial Park Infrastructure Investment Joint Stock Company; the strong support and cooperation of the Management Board of Chu Lai Open Economic Zone, relevant authorities and agencies; and the wholehearted support of local communities within the project area, Nam Thang Binh Industrial Park – Subdivision B will soon be fully completed and become a bright spot for investment attraction, making an important contribution to Da Nang City’s breakthrough toward achieving double-digit growth in the new development period,” Mr. Phan Thai Binh said.
Aligning Infrastructure Development with Investment Promotion
The implementation of the three components establishes integrated connections among production space, technical infrastructure, and the environmental treatment system. Through this development, the project will progressively enhance its operational readiness, shorten investment preparation time, and enable enterprises to bring their factories into operation sooner.
Speaking at the ceremony, Mr. Hoang Long, Deputy General Director of BIN Corporation and representative of the project investor, emphasized: “For us, infrastructure development and investment promotion must progress in parallel, so that the day the infrastructure is completed is also the day investors can move in—without a single day of waiting.”
The project investor aims for the first factories applying modern technologies to commence operations in Subdivision B from early 2027.

Development Orientation of Nam Thang Binh Industrial Park
Subdivision B - Nam Thang Binh Industrial Park is being developed under a green and smart industrial park model, featuring integrated technical infrastructure and the application of technology in management, operations, and environmental control.
The project prioritizes clean manufacturing, high-tech industries, and energy-efficient production. Investment in infrastructure and production-supporting facilities is expected to strengthen the ability to attract domestic and international investment, create employment, contribute to government revenue, and promote socioeconomic development in southern Da Nang City.
