Total construction quantity (roadways and intersections): 31,879.98 m² for each material layer specified above. Detailed quantities are provided in the attached Bill of Quantities (KL-BTN-NTB). Final payment quantities shall be based on the actual completed and accepted work.

6. Contractor Selection Method

• Selection Method: Competitive Quotation.
• Contract Type: Fixed Unit Price Contract, with payment based on the actual accepted construction quantities.

7. Mandatory Qualification Requirements

• Be a legally established entity with appropriate business registration for transportation infrastructure or civil infrastructure construction and not currently subject to any bidding prohibition.
• Hold a valid Construction Activity Capacity Certificate for road construction works appropriate to the scale of this tender package.
• Have successfully completed at least two (02) similar asphalt concrete paving projects with a minimum construction area of 25,000 m².
• Possess a complete asphalt paving equipment fleet, including an asphalt paver, steel-wheel rollers, pneumatic-tire rollers, bitumen/emulsion spraying trucks, and access to a qualified asphalt mixing plant with transportation distance suitable for the construction schedule.
• Demonstrate adequate financial capability and qualified key personnel, including a Site Manager and Transportation Engineers, in accordance with applicable regulations.

8. Required Contractor Submission Documents

• Company profile (legal documents, financial capability, project experience, personnel, and equipment).
• Financial quotation based on the tender quantities.
• Certificates and certificates of origin for the proposed construction materials (bitumen, aggregates, and asphalt emulsion).
• Proposed construction schedule.
