INVITATION FOR BIDS FOR THE CONSTRUCTION OF THE VO CHI CONG ROAD CONNECTION INTERSECTION AT KM32+413.45 UNDER THE NAM THANG BINH INDUSTRIAL PARK PROJECT

Investment Project for Construction and Business of Infrastructure of Subdivision B – Nam Thang Binh Industrial Park. 

4. Construction Location

Thang Truong Commune and Thang Dien Commune, Da Nang City, Vietnam.

5. Scope of Work

The Contractor shall submit a quotation covering the entire scope of construction works for the Intersection Connecting to Vo Chi Cong Road at Km32+413.45 (N10/N6 Intersection) in accordance with the Issued-for-Construction (IFC) drawings prepared by CS 579 Joint Stock Company, including but not limited to the following major work items:

• Road pavement construction (road widening and reinstatement) within the intersection area.
• Installation of curb stones within the intersection.
• Cross-road drainage system (box culvert, B × H = 150 × 125 cm).
• Construction vehicle wheel-washing station (10,800 × 2,400 mm).
• Traffic safety facilities, including traffic signs, road markings, and speed humps.
• Traffic management and safety measures throughout the construction period, including temporary barriers, warning lights, temporary traffic signs, and traffic controllers.

6. Contractor Selection Method

• Selection Method: Competitive Quotation (in accordance with the Employer's internal procurement regulations).
• Funding Source: Corporate funds (equity and/or funds mobilized by the Employer).
• Contract Type: Lump Sum Contract.

7. Technical Requirements and Applicable Standards

The construction shall comply with the Issued-for-Construction (IFC) drawings prepared by CS 579 Joint Stock Company (Revision 01/2025). All dimensions and elevations must be verified on site prior to construction in accordance with the notes specified in the design documents.

Applicable standards and regulations include:

• QCVN 41:2024/BGTVT – National Technical Regulation on Road Traffic Signs and Signals.
• Circular No. 51/2024/TT-BGTVT dated 15 November 2024 issued by the Ministry of Transport.
• TCVN 8788:2011 – Road Traffic Paints – Thermoplastic Road Marking Paint – Technical Requirements.
• Box culvert construction in accordance with Standard Drawing 86-05x issued by the Institute of Transport Design, designed for H30-X60 loading.
• Construction Law 2014 (as amended in 2020), together with all other applicable construction regulations, technical standards, and codes currently in force.

8. Contractor Qualification Requirements

• Experience in constructing similar road infrastructure and/or intersection projects within the last two (02) years.
• Key personnel, including the Site Manager, must possess the appropriate professional practicing certificates.
• Construction equipment must be sufficient to meet the required construction schedule.
• Adequate financial capacity and minimum average annual revenue as required.

9. Bid Submission Documents

• Quotation Form (in accordance with Appendix 01 attached).
• Bill of Quantities (BOQ) with detailed unit prices.
• Proposed construction schedule.
• Contractor qualification dossier, including: Business Registration Certificate; Similar project references; Personnel qualifications;Construction equipment.
